Bush,Cheney,Congress etc have NEVER considered that 'Private Security'(Mercenary Army)Companies such as Blackwater,Dyncorp etc ARE accountable to our vague(and selective)Regular National Military rules and regulations,or EVEN answerable to Universal Rules of 'etiquette'in armed engagement,as set down by The Geneva Conventions OR EVEN The Pentagon,and all branches of International Regular Military.
So,if U.S.mercenary companies,such as the above,are allowed to practise(and kill) OUTSIDE of(but alongside)Regular MILITARY control,then BUSH must see them as separate FROM the "baloney" 'American Military'.
So, when he says "baloney" to American Military bases in Africa,that may be true!

WHAT HE MEANS,probably,is that instead of our National Armies over-running the continent of 'Afri-Comm',he means that Americas MERCENARY PRIVATE ARMIES-CUM-SECURITY COMPANIES will be building bases(sorry! 'OFFICES')throughout the geo-strategic points OF AFRICA,and OVER-RUNNING the continent of 'Afri-Comm',lol!
Because if private mercenary militias DO not follow the National Rules Of National MILITARY,and are IMMUNE from such,you can't label them as REGULAR "American Military".
