Iraq beefs up security in Baghdad after bombings
Al Arabiya TV, UAEPresenter, Male #1
Iraqis are still trying to recover from yesterday’s twin bomb attacks, targeting the Ministries of Justice and Social Affairs as well as Baghdad’s Provincial Council. Today, relatives of the victims headed to the local hospitals in order to identify and claim the bodies of those killed in the bombings. Nearly 155 Iraqis were killed and more than 700 others were wounded in the attacks. Meanwhile, Iraqi President, Jalal Talbani, said in a statement that Iraq’s neighbors and non-neighbors alike must stop immediately and permanently, harboring, aiding and financing the operations of terrorist groups, which have publicly expressed animosity towards the State of Iraq and its institutions. He also accused the media in these countries of continuing to provide the terrorists with a free platform for incitement and strife. Iraq has previously called for the signing of regional security cooperation agreements, which include agreements on the control of borders and the handover of wanted suspects to the Iraqi authorities. Iraq is hoping that it will receive a positive response from the neighboring countries. However, the terrorist attacks continue to undermine Iraq’s security. The security agreements and the latest promises to protect Iraq are covered in the following report by Samir Yusif.
Reporter, Male #2
A new set of security agreements is on its way to Iraq. These agreements are being drafted between Iraq and neighboring countries in the region. The agreements are in response to Iraq’s request to help curb the violence in the country. The request was made during a meeting of the region’s ministers of interior. According to Iraqi officials, the security agreements call for the control of the border and the handover of wanted suspects. All the articles are governed by specific security protocols.

We are calling for an Arab and a regional bilateral cooperation. We want to mount pressure on these nations that seem reluctant to cooperate.
Reporter, Male #2
Iraq and its neighbors have agreed to establish joint or bilateral security command centers, aimed at gathering and sharing intelligence. Iraq and its neighbors have proposed the measures that each country must take in order to help protect Iraq. However, the framework of these measures and their launch have yet to be announced.
Guest, Male #4
We hope that the response will come soon. Some of the Arab nations have expressed regret over not taking part in the country’s political process. The issue is being discussed at the security, economic, and political levels. Some regional countries have dominated the Iraqi political spectrum.
Reporter, Male #2
The Kingdom of Saudi Arabia has reiterated its support for Baghdad, and said it will cooperate to help restore security and stability in the country. Despite these developments, the Iraqi-Syrian issue remains the main concern at the security level in Iraq. This may prompt Iraq to call for resuming security cooperation agreements with its neighbors. From Baghdad, Samir Yusif, Al-Arabiya.

Joining us from Baghdad, his Highness Iraq’s Foreign Minister, Hoshayer Zubari. Your Highness, in the aftermath of the “Bloody” Wednesday attacks last August, there has been clear allegations made against Syria. However, in yesterday’s attacks, you have blamed countries in the region, without singling out a particular country. Is Syria one of these countries? Why were the accusations not as clear this time?
Guest, Male #5
Let me clarify one thing. The perpetrators or the terrorists, who carried out yesterday’s bomb attacks on the headquarters of the Baghdad provincial Council and on the Ministry of Justice are the same group. This group used the same method and the same mechanism. The timing was also similar. We won’t accuse any specific groups, as our investigation continues. Yesterday, we held a meeting with the national Security Council. We have agreed that the Iraqi government and the Iraqi state must adopt a unified position and conduct a joint investigation. There are serious security threats facing Iraq. The threats are being directed against the State of Iraq and its central government. The terrorists are trying to shake the country’s stability. Until the investigation is complete, we will refrain from issuing announcements on the identity of the groups responsible for the attacks. As you mentioned earlier in the report, the neighboring countries are required to help protect Iraq. During the last meeting for the ministers of interior, we have adopted a series of security measures, aimed at preventing the infiltration of terrorists across the borders.
The ministers also signed agreements on intelligence gathering and the counter-terrorism.
However, the level of response has not been what we wished for. To answer your question, we will wait until the investigation is complete to make any announcements regarding the identity of the group responsible for yesterday’s bombings, which has killed hundreds of civilians and government employees.
Missile attacks on Diwaniyeh, Iraq continue
Sumaria TV, IraqPresenter, Man # 1
The continuous missile attacks against the American military base camp Echo in El Dewaniya raised questions among the residents there. However security forces believe that these security breaches do not have much of an effect on the security situation in the province of Qaesiya. We leave you with my Colleague Elias Zweleh.
Reporter, Man # 2
The Dewaniya area at one point was the canter of military attacks, but today it relatively enjoys security and stability which explains why the residents in Dewaniyah were able to stay out late at night. However recently, life in Dewaniya was destabilized by the sporadic missile attacks against the American Echo military base.
Guest, Man # 2
This is a political issue. The political process must be more balanced. Currently, the province does not have a balanced political system and the missile attacks are a reaction to this. This destabilizes the security situation.
Guest, Man # 3
The American military base affects us negatively. Perhaps if God helps us get rid of the American military base, then the area may be stabilized.
Guest, Man # 4
The shelling hurts us more than it hurts the Americans. For example when we go out to play soccer, a missile would hit the field and this is a source of concern for us.
Reporter, Man # 2
The army and the police undermined the importance of these attacks. They reiterated that the situation is under control and that the security situation is constantly improving in the province.
They added that people should not worry about these small violations.
Guest, Man # 4
Recently, many questions were raised because missiles were launched against the American military base Echo in El Dewaniya. However these missile attacks do not affect the security situation from a military point of view. We study the operations and it turned out that the missiles were locally made. They are called Karad missiles and they are four meters long.
These missiles are launched from the border area between El Najaf and El Dewaniya.
This is not a serious security violation from a military point of view.
Guest, Man # 5
The security breaches that were caused by the missile attacks do not necessarily mean that the security situation in the province is affected. All the armed groups were eliminated in the city.
Reporter, Man # 4
It is worth mentioning that intelligence agencies have the duty of finding out the locations and dates when these missiles are launched, so that they can play an important role in eliminating such attacks. The sporadic missile attacks against El-Dewanioya, have not affect the morale of the residents in the province. They still insist on continuing to live here. According to experts the missiles attacks do not destabilize the security situation in the city. From Al Qadesyia, Elias Zubidi, Al Sumariya.
15-year peace anniversary receives cold shoulder in Jordan
IBA TV, IsraelThe Jordan-Israel peace treaty signed 15 years ago was meant to resolve territorial conflicts and bring about normalization of ties between the two nations. But today, it has barely met minimum political and economic expectations. The treaty that was thought to serve as a precursor for peace across the region has produced a cool one and the Hashemite kingdom continues to express disappointment in the peace treaty.
Afghanistan ready for run off election
BBC- ArabicPresenter, Male #1
14 Americans were killed in a crash of three helicopters in Afghanistan. US military said that 7 soldiers and 3 civilians from the US were killed when their airplane crashed in western Afghanistan. 12 Americans and 14 Afghans were wounded in the incident. In another development, two American helicopters collided in southern Afghanistan, killing 4 soldiers and injuring two others. Meanwhile, Abdullah Abdullah the candidate for the presidential runoff elections in Afghanistan, which is scheduled to take place on November 7th, requested the removal of the president of the Independent Election Commission of Afghanistan which is organizing the elections and the counting of votes. Abdullah said this is one of the minimum conditions to guarantee the integrity of the second round of elections.
Reporter, Male #1
Preparation has started for the runoff election in Afghanistan, while one of the largest security operations has also begun to guarantee that the election process happens in the most natural way. Strict security and military measures are being taken and everyone has to be checked, for fear that the Taliban may carry out its threats of targeting whoever decides to participate in the November 7th election. The Taliban carried out 400 attacks on voters in the first round of elections. Organizing elections for a second time will not be easy. The possibility of forging votes is still there, and it is getting difficult for voters to head out to the ballot centers as the freezing winter approaches. Moreover, the security situation in the country is still in a stalemate. The runoff elections and threats from the Taliban have put equally new pressure on both the Afghan government and the US administration. Afghan authorities are eager to improve their image after the fraud in the previous round of elections. And the Americans want Afghanistan to form a legitimate government, which will make it easier for them to decide on whether to send tens of thousands of soldiers to Afghanistan. Abdullah Abdullah, the opponent of the current Afghan president criticized this point. He criticized the president for being weak in managing the country’s affairs, and US policies for failing to control the situation in Afghanistan and to restore security for Afghan people. Haidar al-Khair, BBC.
Iran accepts uranium deal
Al Jazeera TV, QatarPresenter, Male #1
The Foreign Minister of Iran, Manouchehr Mottaki, said that Iran may agree to transport part of its reserves of low-enriched uranium abroad for further enrichment according to the UN draft of the plan.
Presenter, Female #1
Mottaki added that his country will respond in the next several days to the proposal concerning Iranian uranium enrichment abroad. The Deputy Foreign Minister of Russia called for large countries to be patient with the proposal provided to Iran.
Reporter, Female #1
Manouchehr Mottaki left the door partially open to what is known as the Vienna Plan, without directly accepting or absolutely rejecting it. He said that Iran may agree to transport part of its low-enriched uranium to further enrich it overseas, in order to provide nuclear energy to Tehran’s reactors for medical purposes.
Guest, Male #1
The draft of the Vienna plan is now being discussed in detail among Iran’s leaders. We will announce our positions on it soon.
Reporter, Female #1
Mottaki said that shipping part of the uranium, the quantity of which is unknown, is one of the two options that Iran is considering. The other option is buying fully enriched nuclear fuel from abroad. But he said that either way, his country will continue to enrich uranium. According to the proposal that large countries welcomed, Iran would ship most of its low-enriched uranium reserves to Russia and France to process it at a higher level, hence providing it with the necessary fuel for nuclear reactors. Some influential figures voiced opposition such as the head of the Iranian Parliament Ali Larijani, who criticizes the Vienna plan and doubts the intentions of the West, which prefers that Iran buy fuel and import uranium from overseas. Despite that, Iran has not yet completely closed all the doors like it usually does. Two days ago, Tehran opened its nuclear plant in Qom, which was revealed last month to international inspectors. Iran described this step as a way to build trust, interaction and transparency. At the same time, Iran resents perceptions of it wanting to maintain a powerful position. Mottaki said that Israel will not dare to attack the Iranian nuclear plants because it is too weak. Meanwhile, the Supreme Leader of the Iranian Republic, Ali Khamanei, was quoted as saying that he opposes holding direct negotiations with the US. In Iran, the Supreme Leader’s word is the final word on everything. Perhaps his word a top priority regarding national security for the Iranian people, and what they are waiting for.
Presenter, Male #1
Joining us from Tehran is Aljazeera bureau chief Muhammed Hassan al-Baharani. Muhammed, based on Manouchehr Mottaki’s statement, and the recent statement of Alaedin Boroujerdi, chairman of the Iranian parliament’s national security and foreign policy committee, which calls for an interim transportation of the reserves, are we to understand that Tehran is indeed close to agreeing on the draft of the plan.
Guest, Male #2
Yes I think that’s what it means, but with specific conditions from Iran. The Iranian Foreign Minister Manouchehr Mottaki pointed out today that at the bargaining table of the supreme council, his country has two options regarding national security. First, it can buy high-enriched fuel from any country that wants to sell it to Iran; second, it can transport part of its reserves of low-enriched uranium to Russia and then France, then return it to Tehran with a higher percentage of enrichment. But in any case, despite all the proposed positions and the information that was released or leaked during the last three days, Mottaki strongly indicates that even if Iran agreed to transport part of its enriched uranium reserves abroad, it would only be a small part. There are talks that Iran may agree to transport 400-600 kilograms of its original 1,500 kilograms of uranium reserves currently in storage, or half of the amount that is said to be in the Vienna plan, which is 1,200 kilograms. Despite all this, there is strong opposition from political figures and the parliament to transport any part of the Iranian uranium reserves abroad.

After ascending to power, Ben Ali has launched reform efforts aimed at promoting democracy in the country. On the other hand, the Tunisian opposition accused Ben Ali of supporting the rule of a single-party state.

Islamic conference on environment
Algeria TV, AlgeriaPresenter, Female #1
An international conference is being held in Annaba about Islam and sustainable development. The conference is organized by the Ministry of Religious Affairs, with contribution from German agency for technological development. The conference aims at improving the level of Imams’ performance in the mosques, and giving them the means to encourage their followers to care for the environment. Nordin Tharwi has the story.
Reporter, Male #1
The thought of achieving the environmental goal originally stemmed from individual and mass awareness of the value of a healthy environment and its effects on human lives, as well as a variety of plants and animals that live around them. Therefore, sensitivity training for Imams is designed to motivate their followers at mosques to protect the environment.
Guest, Male #1
Today we need change: a change of mentality, change of values towards the environment, thus a change of attitude and therefore moving from an individual change to a collective change, till we achieve a clean environment and a place that we desire to live in.

The connection between the Imam and the prayers based on a faith-and-respect relationship. Those who started and participated in this initiative are aware of this bond.
Guest, Female #1
I think that the Imams play an important role in this matter. Because they are common people, and they have a tight bond with the population. This will allow them to help these people develop sensitivity towards the importance of environment protection and sustainable development.
Reporter, Male #1
The experience of involving religious institutions in the effort of protecting the environment has led to tangible results in Annaba.
