Iraq arrests security officials over Baghdad blast

Security officials detained 63 security personnel including 13 military officers with different rankings. They are undergoing investigations pertaining to the latest bombings which targeted the Justice Ministry and a provincial government building in central Baghdad last Sunday. Meanwhile, a spokesman for the health deportment announced that that the toll of last Sunday’s explosions, and was raised to 153 deaths and 500 injuries. The explosions, which targeted government institutions in Iraq like the ones that took place last Sunday or the ones known as the Bloody Wednesday explosions that took place on August 19th, show that the perpetrators are using new methods. This comes as Iraqi authorities work at ending sectarian violence and establishing stability in the country. Political analysts believe that such explosions are aimed at undermining the Iraqi government before the general election which will take place in January 2010.

The bloody explosions that took place on the 19th of August and on the 25th of October killed and injured more than 1000 people, raising many questions about the new methods used by armed groups in Iraq. It is clear that the methods of attack have progressed. Previous explosions targeted easy to hit mosques and markets, but the latest two explosions have targeted government institutions. Anti terrorism experts explain that in the past armed groups used to target security forces, government employees, civilians, and economic institutions. However when these targets became difficult to hit due to strict security measures, the armed groups selected new targets. Anti terrorism experts believe that the new targets tend to be politically motivated and it seems that their goal is to destabilize the political system and derail the upcoming elections in Iraq. Security forces recently managed to decrease the rate of attacks by using new security methods such as containment, cordons, preemptive measures, as well as the deployment of additional forces and the increase in the number checkpoints. In response to these security measures, the armed groups are now launching less armed operations but extremely destructive ones. This comes as the Iraqi Prime Minister Nouri Al Maliki has been trying to improve the security condition, which he wants to present as a successful achievement ahead of the January 2010 general elections. He also wants things to return to normal in the streets, which explains why his government wanted to open major streets and remove barriers. However, this changed after the latest explosions, which compelled Maliki’s government to put these plans on hold. According to political observers this will decrease the support for Maliki. The question remains, what can Iraq do to protect its citizens. Military experts say that there are a number of methods, which include the establishment of random checkpoints, the enhancement of methods used for intelligence gathering and infiltrating armed groups, the elimination of corruption among security forces and other methods. However political observers believe that the recent explosions are related to the sectarian tensions in Iraq.During Saddam Hussein’s rule, the Sunnis were in charge and now the Shiites are in charge of the country. Hillary Clinton tells Pakistan it's doing too little against Al Qaeda

Amidst heightened security measures following the Peshawar bloody attack, US Secretary of State, Hillary Clinton, arrived in the Pakistani city of Lahore. Clinton visited several religious and historical sites in the city. She also held a series of talks with political officials in the Punjab region. In addition, Clinton gave a lecture to university female students, pledging 45 millions dollars in grants to help improve education in Punjab. Clinton reiterated her country’s support for Islamabad in the fight against the Taliban. Meanwhile, the death toll from the Peshawar bloody attack, which the Taliban denied responsibility for, has risen to 105, as confirmed by the Pakistani intelligence services. Among the 105 dead are 13 children and 27 women. In addition, the identities of 71 victims have been determined. Mahyub Khuder reports from Islamabad.

Ahmadinejad: Iran ready for nuclear cooperation

The International Atomic Energy Agency, the IAEA, announced that its General Director, Mohammad el-Baradei, has received the Iranian response to a draft deal on uranium enrichment. According to IAEA sources, el-Baradei will hold consultation talks with the Iranian government and all other concerned parties. El-Baradei is hoping to reach definite and positive results in the uranium enrichment deal. Iran, which has initially agreed to ship a part of its low-enriched uranium abroad, is seeking changes to the nuclear deal.

After days of waiting, the Iranian envoy arrived at the headquarters of the IAEA to discuss the proposals that were presented in Geneva and Vienna. The Iranian envoy said that his meeting at the IAEA was technical, aimed at moving the negotiations forward. He further said that the meeting has nothing to do with the Iranian response to the nuclear deal offered by the General Director of the IAEA, Mohammad el-Baradei.

According to the Iranian Javan Newspaper, Iran is proposing to ship its low-enriched uranium in phases in exchange for 20%-enriched nuclear fuel, which is the percentage required for Tehran’s research reactor. Iran is also proposing to ship gradually low-enriched uranium for the simultaneous exchange of nuclear fuel for Tehran’s reactor. In a preemptive move ahead of the meeting of the Iranian envoy at the IAEA, the Iranian President, Mahmud Ahmadinejad, outlined the Iranian position.

Saudi Arabia aiding Yemeni Government against Houthis

The National Organization for Defending Human Rights and Freedom in Yemen revealed that those 150 Yemeni detainees held in Riman prison in Jeddah, Saudi Arabia have gone on a hunger strike after four month of detention. The organization said that the Saudi soldiers humiliated the Yemeni detainees and subjected them to immoral practices which compelled the detainees to go on a hunger strike. The organization said that the Yemeni embassy in Riyadh ignored their repeated complaints and said that it has send a message to the Yemeni foreign Minister and the Saudi Interior minister informing them about the conditions of the Yemeni detainees. Meanwhile, the Houthis released a statement saying that government war planes struck numerous areas in south of Yemen, killing a large number of civilians. The Houthis have accused Saudi Arabia of intervening in the war in northern Yemen by providing logistical and financial support to the Yemeni army and by receiving help from the Saudi air force.

The sixth war which started on August 11, when the Yemini army declared using the scorched earth policy continues to generate reactions due to the deteriorating humanitarian conditions in the country. Humanitarian and international organizations called for stopping the war in Yemen and for finding ways to end the deteriorating humanitarian conditions there. The EU called on the Yemeni government to respect human rights and international law. The EU expressed concern pertaining to the deteriorating security and economic situation in the country and urged the government to let the fleeing civilians in northern Yemen reach safer areas and ensure that rescues teams can reach them. This comes as the Houthis announced that the Yemeni air force launched attacks on villages full of residents and displaced people. According to a statement by the Houthis, the air strikes killed a large number of people some of whom are still under the ruble of their homes. The statement also said that government forces launched other air attacks on several villages in Saqeen, Hedand, Razeh and Dahyan killing a number of civilians including women and children. In the province of Sa’da, the statement said that the army shelled the minaret of the historic Elian Mosque completely destroying it. Meanwhile, the Yemeni army announced that it has opened a strategic road north of the country that was previously under the control of the Houthis. According to a military source, the armed forces in cooperation with local tribes has opened the road of Katafa Elbuka’ in Sa’da and pushed the Houthis forces away. There are no signs that the fighting on the ground is gong to end soon; the Yemeni opposition expressed their concern that they will be economically and politically marginalized by the government. They accuse the government of using the war in Sa’da to justify undemocratic policies.
Syria ready to resume talks with Israel

The Syrian President Bashar al-Assad said that Syria, both at the public and official level, has the desire to resume indirect peace talks with Tell Aviv.

Israel’s Deputy Defense Minister Matan Vilnai said that Israel does not take the Syrian statements pertaining to resuming peace talks seriously. He added that it is difficult for Israel to take such statements seriously because Damascus continues to send missiles to Hezbollah.

Meanwhile the Israeli Haaretz newspaper reported that the Croatian president Stjepan Mesic invited the Israeli president and prime minister last week to resume peace talks between Syria in the Croatian island of Brioni. Senior Israeli official said that Mesic told Netanyahu that he has very close relations to the Syrian president .He also conveyed a message from Assad to Netanyahu saying that Syria is interested in resuming peace negotiations with Israel.

First of all, in what context did the Syrian President make the statements that Syria has the desire to resume peace talks with Israel at both the public and official levels, and why did he make these statements from Croatia.

Perhaps this Syrian desire to resume peace talks is not new. There have been past experiences that show that Syria has the desire to resume direct peace talks with Israel such as the ones that took place in the 1990s and the indirect ones that were mediated by the Turks. However, President Assad made an important point in his statements today in that there is a public desire in Syria to resume peace talks with Israel. Assad said that this is very important for Syria. Syria wants to use every regional and international platform to show that it wants to resume peace talks with Israel but it insists on having a clear structure for the talks. Most importantly, Syria wants a sponsor for these peace talks. Assad wants a mediator and a sponsor. As we know these are two different roles, the Turks did not sponsor the peace talks; they only mediated the indirect peace talks. They were conveying the Syrian point of view to the Israelis and visa versa. Syria has stated before that any peace talks with Israel must be sponsored by the US. Previously, Syria called on European countries to play this role, but they have always failed to act independently from the US. However, the Syrian president also insists on the importance of the Turkish role which explains why he called on Europe today from Croatia to support the Turkish role.
Israel marks 14 years since Rabin assassination
