In their War on Terror, the U.S. Central Intelligence Agency apprehended and systematically abused suspects. They were spirited off to prisons in other countries where confessions were extracted, even through the use of torture. What ordinarily would have been a disaster for any state ruled by law was in any case a human rights scandal. Now it seems even European governments became tacit accomplices of the CIA – as in the case of the German citizen Khalid El Masri, who was flown to Afghanistan and abused there. Only when attorneys and ordinary citizens began to protest was the silence around this covert collaboration broken.
