By April 2009, the moment had come: at the official opening of a fuel manufacturing plant, President Mahmoud Ahmadinejad announced that Iran had mastered the complete nuclear fuel cycle and was capable of producing its own fuel rods for nuclear power plants. But Western governments suspect the Islamic republic is really working towards producing nuclear weapons with its large-scale uranium enrichment. Ahmadinejad's oath on the Koran, insisting that Islam forbids the bomb, has done little to dispel the fears.
