Ignace Murwanashyaka used to be the leader of the Democratic Forces for the Liberation of Rwanda (FDLR), a vicious Hutu rebel militia based in northeastern Congo. Now he’s facing charges of war crimes and crimes against humanity in a German court. Both he and his deputy, Straton Musoni, have lived in Baden-Württemberg since the end of the 1980s, but prosecutors allege that they were actually behind the FDLR’s operations in Congo, which they directed from Germany via laptops and mobile phones. It’s a test case for the German legal system: the two men are the first to be prosecuted under the 2002 Code of Crimes against International Law.
