Part one of this NHK documentary special looks at why the ongoing crisis at the Fukushima Dai-ichi nuclear power plant has been much worse and has dragged on much longer than initially expected. Experts kept saying there was no likelihood that the containment vessels surrounding the reactors were ruptured, which meant problems were dealt with only after they appeared, ultimately causing radiation to spread far and wide.
The program considers how the problems went from bad to worse, and the responses from the people in charge and on the ground.
