The filmmakers accompany congressman Nick Rahall (D-WV) and former Senator James Abourezk to Iraq where they film meetings with high Iraqi officials who talk about terrorism, weapons of mass destruction, and U.N. inspectors. They then go into the streets, souks, and mosques of Baghdad to capture the voices and feelings of the Iraqi people.

The film also tours the resurrected palace of King Nebuchadnezzar II and the Ishtar gate, and takes the viewers for a ride on the Tigris river, showing where U.S. bombs have destroyed a sewage treatment plant, allowing millions of gallons of raw waste to flow into the cradle of civilization. A woman at a bomb shelter tells how a smart bomb killed 408 women and children and pleads for no more war. People describe the horrors of the war with Iran and the Gulf War. A doctor guides a tour through a hospital where kids are dying from leukemia, presumably contracted from contact with depleted uranium, used by the U.S. in the Gulf War.
