On January 22, 2009, President Barack Obama issued an executive order closing the detention facility in Guantanamo Bay, Cuba, marking a clear break from the policies of the Bush administration. Obama's directive also ended the CIA practice of housing terrorism suspects in secret prisons, and requires all interrogations to follow guidelines laid out in the U.S. Army Field Manual.
